The whole state needs education, hot water, medicine, confident and strong advocates (who can be hired from among the residents, or can become simple mercenaries from the outside). The action of each soldier is determined by the characteristics at which you hire them. Mercenary forces fight for you a certain amount of time, and your army’s soldiers are obliged to go home on vacation once in a while.

Your task on the map becomes full domination and assistance to the allied states. In order to expel terrorists from the map, it is necessary to ensure the highest level of the Air Force and Air Defense.
