Fear Effect - Your mission is simple and difficult at the same time: investigate the disappearance of Wee Ming Lam, track her down and bring her back alive. She disappeared a few days before her eighteenth birthday; it is believed that Wee Ming has fallen into the clutches of the Shang XI Protectorate, a hedonistic cult group. Refusal is not an option, because she is the daughter of a powerful leader of the Triad, the dominant political force in Hong Kong.

Using revolutionary Motion FX technology, Fear Effect is a thrilling third-person adventure set in a streaming world filled with problem solving, unreliable sources, mystery, and suspense. While Resident Evil's pre-rendered backgrounds are static, Fear Effect uses streaming data to create a vibrant, cinematic atmosphere; steam billows from broken pipes, and lights flicker to create shadows and spotlights.

Instead of a traditional health-based system, a fear meter measures the overall fear of Hana and her fellow mercenaries. As tension builds (as they navigate dimly lit corridors and encounter enemy forces), Hana's breathing becomes heavier and her heart beats faster. The fear meter displays patterns based on color: while green reflects a sense of calm, red signifies extreme tension, with Hana dying in a single shot.

Stressful situations are overcome with common sense and caution. As Hana is an infiltration expert, players must do everything possible to remain undetected; spotting enemies and running out of ammo during a firefight will significantly increase the fear meter. Confidence can be regained by collecting important inventory items, solving dangerous puzzles, and defeating enemies using stealth.

A dynamic targeting system is used to combat enemies. When a targeting icon appears, it means Hana has an enemy in her sights and can successfully eliminate them. The red targeting icon allows players to perform one-shot kills by sneaking past enemies without being detected. Weapons include pistols, submachine guns, assault rifles, and shotguns, as well as a number of character-specific melee weapons: Hana slices up enemies with a knife, Dake hits them with brass knuckles, and Glas uses the Smak-Jack.

Fear Effect also uses a unique action system to solve puzzles and overcome various obstacles. When the character comes into contact with an interactive object, the corresponding action flashes on the action indicator; useful items are indicated by a "pick up" icon, ladders can be climbed, and television monitors can be viewed. Important items are stored in an extensive inventory, which the player can retrieve at any time without interrupting the action. Overcoming problems and puzzles is important for the development of the plot and the character's confidence. Logically integrated into the environment, puzzles involve using the correct keycard on the correct door, replacing burnt-out fuses, and defusing bombs by cutting the right wires. There are also timed puzzles and reflex puzzles, where one wrong move means a devastating and violent death for Hana, Vox, or Dek.
