About The Game

The Minister is a strategy RPG that puts you in the shoes of an ambitious bureaucrat managing a crumbling imperial bureaucracy. Your ultimate goal is to seize complete control of the Ministry of Revenue through political maneuvering, bribery, assassination, and careful appointments. The character system revolves around five key traits that determine each person's abilities and potential roles, as well as HP, Loyalty, and Hunger stats that determine survivability. Losing all loyalty or HP will cause a character to disappear forever, so resource management is crucial to maintaining a network of allies.

Combat takes place in two distinct turn-based systems: physical battles involving up to three warriors, and intellectual debates in which you can pit up to nine scholars against opposing factions. Political gameplay involves finding vacant positions, fulfilling their specific demands, and placing loyal subordinates in strategic locations in the ministerial hierarchy. The game world depicts a society in terminal decline, where natural disasters and social upheaval make collapse inevitable no matter what you do. Each NPC has their own personal struggles and agendas, forcing you to carefully choose which issues deserve your attention. Your legacy in this doomed empire depends entirely on the moral choices you make as you rise through the political ranks.
